99% of foreign airlines provide ETS data

The European Union Climate Commissioner Connie Hedegaard has confirmed that most airlines have provided the required data on their emissions in 2011 including Russian airlines. Eight Chinese and two Indian carriers have failed to submit their 2011 figures, however. The 2011 figures will be used to establish a benchmark to base emissions allowances on.
