The UK’s Civil Aviation Authority (CAA) has proposal plans to impose limits on take-off and landing fees at Heathrow and Gatwick airports for between 2014 and 2019. The CAA also plans to monitor prices at Stansted. The CAA proposals, which are now out for consultation, will allow Heathrow to raise fees by the rate of inflation minus 1.3% for the five years from April 2013 – below its current rate of inflation plus 7.5%. At Gatwick, the CAA has proposed a cap of inflation plus 1% but would prefer to negotiate with the airport. A final decision on the caps
