Russia’s Aeroflot and Transaero Airlines have begun selling nonrefundable tickets. Russia’s State Duma passed legislation in June which approved the sale of the tickets. Previously, passengers were entitled to full refunds on tickets if they cancelled more than 24 hours before departure, and 75% of the total cost if they cancelled within 24 hours of the flight. The airlines have stated that low-cost operations are not feasible in Russia unless the non-refundable policy is adopted.
