22 countries back ICAO aviation strategy to 2050

Twenty-two countries have backed a new global aviation strategy led by the International Civil Aviation Organization, committing to priorities aimed at delivering safer and more sustainable air transport by 2050.

The agreement, known as the Marrakech Call to Action, was adopted at a ministerial round table during ICAO’s Global Implementation Support Symposium in Morocco. Signatories include countries such as Canada, Japan, Singapore, Türkiye, Nigeria and Morocco, alongside a number of African and Middle Eastern states.

The plan sets out ambitions for zero aviation fatalities and net-zero carbon emissions, while supporting long-term sector growth.

Under the agreement, countries pledged to strengthen governance and institutional capacity, improve access to funding for aviation development, and invest in workforce skills. The initiative also emphasises international cooperation and accountability, with a focus on ensuring that developing markets are not left behind as the sector evolves.

ICAO, a United Nations agency responsible for setting global aviation standards and supporting the safe and orderly development of international air transport, said the initiative marks a first step in implementing its 2026–2050 strategic plan. The organisation added that future work will focus on bilateral agreements and partnerships to support implementation across member states.
