Even though three international carriers – Etihad Airways, Arkia Israel Airlines and El Al – purchased tender documentation for the acquisition of a 30% stake in Montenegro Airlines, they have no placed an offer leading to the Montenegrin Tender Commission’s announcement that the tender had failed.
