The Civil Aviation Administration of China (CAAC) is taking steps to increase connectivity by agreeing a new selection of permits within its jurisdiction. After the 2007 suspension of new domestic approvals over worries of too many private airlines in operation it seems the central government is now happy to aid its economy by creating more jobs and better connections. This move is a symptom of the economic times: Air China subsidiary Shandong Airlines is to launch Qingdao Airlines with China’s Qingdao municipal government and Nanshan Group; Xi’an-based Joy Air is preparing to launch Hefei Airlines with the Hefei municipal government;
